4 Years there’s been ZERO TRANSPARENCY

OTC Markets had already warned regulators about the exact problem that later exploded in MMTLP.
In 2010, Liz Heese, then Managing Director of Issuer Services at Pink OTC Markets, warned FINRA during Rule 6490 rulemaking that:
• last-minute/intraday corporate-action changes create “unnecessary confusion”
• information must be distributed “accurately and consistently”
• FINRA needed clear standards for “significant uncertainty in the settlement and clearance process,” including DTC eligibility.
Then came MMTLP.
FINRA changed the corporate-action notice on Dec. 8. OTC Markets itself flagged confusion over the dates and entitlements. Hours later FINRA halted trading over settlement-and-clearance uncertainty.
Two months later, OTC Markets CEO Cromwell Coulson privately told the SEC:
“From my perspective, FINRA acted properly.”
That’s the red flag.
OTC Markets didn’t learn this risk from MMTLP.
Its own executive warned regulators about it 12 years earlier.
