Continue hunting for white collar job, you will find. If you like don't go and take safety training courses and first aid and move into construction for the time being untill you get your desired job. He/she can learn Telehandler,Hoist operator,Crane operator etc and earn big in construction. Maybe he's too big for that one and waiting for government or state job.
