Which delegates qualify?

Only active ones, meaning a delegate must have voted in at least 7 of the last 10 on-chain proposals, so the program rewards real participation rather than just a profile.

This is an ENS DAO program: drafted as a proposal, passed a Snapshot vote Feb 10, and funded by the ENS DAO treasury. blockful helped shape the proposal and built the platform to run it.

A malicious proposal nearly switched Tornado Cash off.

It was caught because a few researchers decompiled and reviewed the contract in time, not because any system was watching.
