The state explicitly says that some of their citizens do not belong to the nation, and that this is a fundamental principle. Makes it a bit different than the usual discrimination we see elsewhere.

@hutchinson @ryancbeard Obviously a distinction should be made between states that happen to be predominantly occupied by one ethnicity and states that deny rights based on ethnicity. When people say ethnostates are bad they usually mean the latter.
