UPDATE: The man who butchered Iryna Zarutska on a Charlotte train is now "incapable to proceed."

Her family is left waiting for justice.

Decarlos Brown, Jr., 36, allegedly stabbed Iryna Zarutska, 23, in the neck on Aug. 22, 2025.

The video showed him sitting behind.

They never spoke.

He just stood up and stabbed her.

The people sitting closest to her didn't make a move to help her.

She bled out on the train floor.

He allegedly repeated over and over, "I got that white girl."

Then he got off at the next stop.

Iryna Zarutska fled the war in Ukraine for the safety of America.

On Oct. 27 a judge delayed his state hearing 180 days after the state hospital found him incapable to proceed.

A federal judge found him incompetent in June.

Prosecutors are trying to restore his competency with medication.

He has at least 14 prior arrests, including armed robbery, for which he served about 5.5 years.

In Jan. 2025 Magistrate Teresa Stokes released him on a written promise to appear.

No bond at all.

7 months later, Iryna was dead.
