Not really. Some characters are designed to carry more of the story's meaning than others.
A "Mary Sue" is any major character that the writer never exposes to any friction or tension (relative to stakes)
Every other observed quality only serves as a means to that end.
No maladaptive flaws = no internal conflict.
Success with little effort = no external conflict.
Everyone likes them = no friction with others
Always correct = no need to grow.
Stories need conflict (even the bad ones) so you rarely see Mary Sues outside of OC Fanfiction.
