Fellow Kenyans,

It is deplorable and outright arrogant for Members of Parliament like Hon. George Peter Kaluma and Hon. Sam Atandi, along with certain Senators, to persistently mock, belittle, and insult Members of County Assemblies (MCAs) for fulfilling their constitutional mandate in holding governors accountable through impeachment.

Hon. Kaluma's repeated attempts to frame the impeachment of Meru Governor Kawira Mwangaza as a "gender war" or label MCAs as "primitive" and "uncouth" are not only baseless but expose a troubling disdain for devolved governance. Similarly, Hon. Atandi's call today to scrap the impeachment clause, branding MCAs as "greedy," overlooks the systemic checks in place to combat corruption and inefficiency at the county level.

Let me remind these national leaders of the enshrined position of MCAs in Kenyan law. Under Article 176 of the Constitution of Kenya, 2010, county governments comprise both an assembly and an executive, with MCAs empowered under Article 185 to legislate, oversee the county executive, approve budgets, and ensure accountability.

The County Governments Act, 2012, in Section 33, explicitly outlines the impeachment process for governors, requiring a motion supported by at least one-third of MCAs and passage by two-thirds before referral to the Senate— a procedure MCAs in Meru followed diligently in Kawira Mwangaza's case, upheld by the High Court. The Public Finance Management Act, 2012, further mandates MCAs' oversight of county budgets and expenditures, ensuring fiscal discipline and compliance to prevent misuse of public funds.

Mocking MCAs without substantive arguments against their actions does not make these MPs or Senators appear intelligent; it reveals pettiness and a failure to engage constructively. We share the core responsibilities of oversight, legislation, and representation with national legislators—roles that demand mutual respect, not condescension.

One must ask: Do these leaders harbour insecurities about MCAs effectively holding governors to account, especially when historical records show MPs and Senators have often been entangled in greater corruption and unpatriotic acts, from inflated allowances to stalled national projects? If anything, devolution's success hinges on robust county-level checks, not their dismantling.

I call on Hon. @gpdkaluma, Hon. @SamuelAtandi, and their colleagues to cease this unwarranted berating and respect MCAs as duly elected representatives executing their mandate. Devolution thrives on collaboration, not division.

Let us focus on serving Kenyans, not undermining each other.
