Again, Ontario Health AtHome notified the IPC of the data breach on May 30th.

The Minister of Health only ordered the provincial agency to notify patients of the breach today.

The government has yet to say when the breach took place, except that it was in the Spring.

@ColinDMello I was a lawyer in the Ontario MOH. There is no "loophole" in the Canada Health Act. The Act does not apply to physicians or NPs. It applies to Provinces and Territories only. Only a Province or Territory can contravene the Act.
