I'd applaud GW if the Tau were re-contextualized as the stand-in for the multitude of 4th rate xenos empires littered across the galaxy, the ones that were passed over during the purges of the Great Crusade 10k years prior. These factions have no great power, limited reach, and while slated for extermination, are easy to de-prioritize due to the on-going threats of greater evils.
Some of them are even nice and generally benevolent. Sometimes they do have technology that out-classes the Imperium. But all it'd take is effort and time, which the Imperium does not have to spare.
