If a card's effect means that if the card was good the player experience would be bad, it should be reworked rather than the explicit balance decision being made to keep the card bad

@KMBestMS @MARVELSNAP Every card should have a chance to be good. If a card is always balanced to be unplayable, because if it were widely playable the effect would make the game unbearable, that card needs to be reworked from the ground up.

@sketchtan It's absolutely a bug. It used to work that way with Death too but they explicitly changed that, citing the fact that it puts limits on the kinds of cost discounts they can make in the future. It wouldn't make sense for them to recant on that with Skaar
