This is one of the key findings from our newest report, Supercharging Housing Production: Policies & Practices that Promote Housing Development, Attract Businesses, & Retain Talent, which examines how housing costs are shaping affordability, workforce mobility, and economic competitiveness throughout Massachusetts.
The Chamber’s policy team brings together the data, analysis, and context behind these trends, so you don’t have to.

Massachusetts needs to build 222,000 new homes over the next decade (which is 22,000 homes each year).
At the same time, housing production has declined significantly:
🔹Approximately 30,000 units were permitted annually from 1960–1979
🔹Only 12,096 housing units were permitted in 2025
The gap between what is needed and what is produced has significant implications for affordability, workforce retention, and long-term economic growth throughout the state.
The Chamber’s new report, 𝗦𝘂𝗽𝗲𝗿𝗰𝗵𝗮𝗿𝗴𝗶𝗻𝗴 𝗛𝗼𝘂𝘀𝗶𝗻𝗴 𝗣𝗿𝗼𝗱𝘂𝗰𝘁𝗶𝗼𝗻: 𝘗𝘰𝘭𝘪𝘤𝘪𝘦𝘴 & 𝘗𝘳𝘢𝘤𝘵𝘪𝘤𝘦𝘴 𝘵𝘩𝘢𝘵 𝘗𝘳𝘰𝘮𝘰𝘵𝘦 𝘏𝘰𝘶𝘴𝘪𝘯𝘨 𝘋𝘦𝘷𝘦𝘭𝘰𝘱𝘮𝘦𝘯𝘵, 𝘈𝘵𝘵𝘳𝘢𝘤𝘵 𝘉𝘶𝘴𝘪𝘯𝘦𝘴𝘴𝘦𝘴, & 𝘙𝘦𝘵𝘢𝘪𝘯 𝘛𝘢𝘭𝘦𝘯𝘵, provides the data, benchmarks, and policy context behind these trends, putting the insights policymakers and business leaders need in one place.
