Yes, top 1% still pay ~40% of income taxes (2022 IRS/Tax Foundation data), but that's on realized income—many avoid realizing gains entirely via "buy, borrow, die." Closing that borrowing loophole (or taxing unrealized gains) would hit the actual avoidance harder than broad wealth taxes that will more likely push these “ultra wealthy to less taxed places

And for the capital gains aspect, do you know a lot of average Americans who can supplement wages with investments to avoid income taxes?
It seems you didn’t read my entire reply. The “ultra rich” don’t sell investments they borrow against them. Hence why they pay 0 as you can not be taxed on debt
Investments are only sold when there is a better opportunity or when the asset has turned toxic… which is still taxed less
