In any country or organization where violence is rife, look at the verbal and non-verbal communication of the leader.
If the leader communicates equity, unity and inclusiveness, peace reigns there, but if the leader communicates divisiveness and intolerance, strife reigns there.
You can argue it any way you like it and give the usual excuses of defending your idol or mini-god, but globally the words, actions and inactions of a leader of a country or a group determine the level of peace in that country or group.
