The Louis D. Brandeis Center for Human Rights Under Law is proud to join a coalition of 26 major organizations in the submission of a joint letter to Congressional leadership, including Speaker @MikeJohnson, House Minority Leader @RepJeffries, Senate Majority Leader @LeaderJohnThune, and Senate Minority Leader @SenSchumer, urging them to adopt the DETERRENT Act (H.R. 1048 and S.1296) during this 119th Congress.
The DETERRENT Act, which passed the House with bipartisan support (241–169) in March 2025 and is now under consideration in the Senate, strengthens Section 117 reporting requirements for foreign donations and contracts to institutions of higher education. The legislation is designed to close longstanding gaps in oversight and ensure that foreign influence in American academia is fully disclosed and subject to accountability.

BREAKING NEWS: @brandeiscenter and @gibsondunn Win First Amendment Dismissal of All Claims Against Student Named in $10 Million Suit.
The Louis D. Brandeis Center for Human Rights Under Law and Gibson Dunn teamed up to secure dismissal with prejudice of a slew of damages claims filed against a former Georgetown University student for speaking out against anti-Semitism on campus.
The ruling marks a significant win for the Brandeis Center and Gibson Dunn and their client after two years of litigation in state and federal courts. The student criticized Georgetown’s hiring of an administrator who posted virulent anti-Jewish content on social media. Following an investigation, the administrator was terminated. She then sued Georgetown for wrongful termination and later expanded her claims to punish the student and others who expressed their opinions about her conduct.

David M. Dince, Director of Litigation and New York Senior Counsel at the Louis D. Brandeis Center for Human Rights, released the following statement following the New York City Council today passing the Schools and Houses of Worship Access and Safety Act, a bill to establish security perimeters at places of worship. This legislation was proposed in response to recent demonstrations outside a New York City synagogue in which protesters yelled violent phrases such as “Death to the IDF” and “Globalize the Intifada.”
“The Brandeis Center is grateful to the New York City Council and Speaker Julie Menin for passing this urgently needed legislation amid the ongoing anti-Semitism crisis confronting Jewish New Yorkers. Various individuals, groups and organizations have adopted a deliberate tactic of protesting at synagogues, impeding worshipers' ability to enter or exit and trampling on their First Amendment right to freedom of religion. This must be stopped. Across New York City, families and children are being prevented from safely accessing their houses of worship or religious schools. These are not isolated incidents, but rather a recurring pattern that directly targets the ability for New Yorkers to practice their religion freely.
“This legislation appropriately balances the First Amendment right to peaceful protest with worshipers' equally fundamental right to practice their religion free from intimidation and obstruction. It ensures that no New Yorker has to fear for their safety while going to pray. We encourage Mayor Mamdani to promptly sign this important piece of legislation and provide New Yorkers with the peace of mind knowing they are protected from harm while in places of worship.”
