What if we create an annual public document disclosing how much of this is directly tied to oil and gas revenue. Then these provinces publicly agree to pipelines and oil and gas development in order to receive this money. They can object and then funds are redirected back to Alberta, BC and Saskatchewan. This would be a binding document. They would not be able to prevent pipelines etc.
