Two sources confirm to CBS News that one air traffic control worker was managing the helicopters and planes, a job normally done by two people when an American Airlines plane collided with an Army Black Hawk helicopter near Reagan National Airport in Washington, D.C., and crashed into the Potomac River on Wednesday night.
