@WarcraftDevs Since the last azerite cache emissary, I have made sure to upgrade every slot on my character to at least 360, and bumped my neck another level to 26. Can you tell me if I am now safe to get 370 drop, or is this meant to stay confusing secret?

A friend at 363 received a 370 piece.
Neither of us understands why.

@WarcraftDevs At 366, with lvl 25 neck and exalted, currently equipped 3x355 azerite pieces, I got another 355 piece. If it only gives us what we already have (and still lower than our other gear), how is this "fix" supposed to help?
