*LEGAL RIGHT Vs MORAL LEADERSHIP*
The LOP already has an official convoy fuel and security adding a personal 315m vehicle grant is double benefit more so when basic services are underfunded
The Leader of Opposition is supposed to be the chief critic of govt waste. So the ethical tension is:
*Can you credibly question govt expenditure while taking the same benefit you’re questioning?*
That’s why I argue he should lead by example and decline it, even if it’s legal.
In Nakawa Division West for example where *Joel Ssenyonyi* is the area Mp each parish gets UGX 100M per year of the Parish Development Model(PDM) ,this implies that 315M can fully fund 3+ parishes for entire year.
Secondly on the Youth livelihood 315M can help 35-40 youth groups get startup capital.
In the health sector,315M can facilitate 10-15 big medical outreaches reaching 15,000 and above people.
This grant feels like misplaced priorities to us the reasonable voters.
Lastly and most important, when Rt. Hon. *Mathias Mpuuga* received a Honorarium dubbed the Service Award a one off Ugx 500m that passed a quadruple-layered parliament approved process Kyagulanyi Ssentamu the NUP boss with utmost spite went ahead to question it's moral purity.
Now what goes around comes around, we wait to see if he raises the same moral questions when Joel Ssenyonyi receives a grant of 315m vehicle on top of the convoy he enjoys as LOP
*GOVERNMENT ASSURANCE "EJJIRIKITI COMMITTEE": WHERE NUP SENDS ITS "NOISY" MPs TO DIE"*
In Buganda, there’s a tree called *"Ejjirikiti"* traditionally, it’s where people would quietly go to dump carcasses especially dogs to keep it out of sight, smell and way.
Look here is the pattern, in 2021 for example
when *Hon. Betty Nambooze* and *Hon. Luttamaguzi* became too loud, too "motormouthed" for comfort, NUP found a solution by appointing them to Government Assurance - committee with no budget, no enforcement power, no headlines.
Although encrypted, message by the appointing authority was clear: *Talk all you want. Just not where it matters.*
*In 2026 - The Mpuuga "Problem"*
When *Hon. Abed Bwanika* and *Hon. Joyce Bagala* - both seen as Mpuuga-leaning and "presumed stubborn" to the party line started asking uncomfortable questions, the same medicine was administered. They were
given "useless committee" to nuetralise them and watch the noise fade.
*2026 - The Zaake Case*
After *Hon. Francis Zaake* was denied top Opposition slots at Parliament, he was pushed to the same committee.
Basically, Government Assurance Committee is not about oversight but rather a political graveyard to silence the "stubborn"
In a nutshell, the Government Assurance Committes it’s where you send MPs who talk too much and don’t fit the current party script.
