Well, Nairobi has a Positron Emission Tomography (PET) scan or a few. Kampala and the whole of Uganda don’t. A PET scan costs about $3m (Shs 11.7bn) or approximately 17 Land Cruisers.
If there was a meeting of government officials, you would run out of space to park them. That is how many we have in Uganda but a PET Scan is not something we have been able to buy and install yet.

When guns speak with sufficient force, the law adjusts by becoming silent.
I have had a chat with an accomplished judge about the state of rule of law in Uganda. I put it to him that they too have been accomplices in the defilement of justice. He quoted a very piercing maxim; “inter arma enim silent leges.” It literally means that when guns are talking, the law falls silent! You can tell the judicial officers too have been cowed into acting injudiciously!

Résultat : la tumeur a rétréci de plus de 60 %, s’est détachée des tissus environnants, a pu être opérée facilement… et elle est en rémission complète depuis près de 4-5 ans. Cas unique, publié dans une revue scientifique, qui relance le débat sur l’auto-expérimentation… mais qui a marché.

If the law says yes, the matter is settled. If the law says no, the matter is equally settled.
@CanaryMugume That argument is invalid. It deliberately ignores Article 15(7) and two cardinal rules of constitutional interpretation: (a) the Constitution must be read as a whole; and (b) a specific provision prevails over a general provision on the same subject.
