GLOBE Legislators President, Rt. Hon. Sir @OnuigboSI, joined government leaders, climate negotiators, researchers, and other stakeholders at the 14th edition of the Conference on Climate Change and Development in Africa (CCDA-XIV), taking place at the United Nations Conference Center in Addis Ababa, Ethiopia.
The pan-African conference, taking place from 7–9 September 2026, is focused on advancing Africa’s climate and development priorities under the theme, From Pledges to Implementation: The Belém–Antalya–Addis Roadmap.
Speaking at the conference, Sir Sam Onuigbo called for Africa to move beyond climate participation and representation toward climate agency, where African countries not only advocate for their priorities but help shape the rules, institutions, financing mechanisms, and implementation pathways that determine the continent’s climate future.
From a parliamentary perspective, he emphasized that climate commitments only become meaningful when they are translated into laws, budgets, oversight, and accountability. Drawing on his experience as the sponsor of Nigeria’s Climate Change Act 2021 and his work with GLOBE Legislators, he highlighted the critical role of parliamentarians in turning climate commitments into durable national action, and called on legislators to share legislative models, strengthen oversight, and help align national laws with Africa’s climate and development priorities
