A "reflecting pool" requires the ability to function as a "mirror", therefore had they simply added black pond dye, it would have created the reflection and kept the algae from growing by blocking sun energy. Had he asked literally anyone with a country pond, he would have known that. Doubt he knows many of those folks.
It was planned and we all know it. Arrest creeps involved or risk zero confidence in the U.S. Government, which is pretty much where we are anyway.
