@royermattw I think you might be reading too much into what is clearly an unfinished draft. Maybe things omitted are breadcrumbs of why it was killed. But, the buck stops with the chair on this. Commissioned a report, got a bad result, didn't change course, and now has to own up to it.

@DavidLiptonWI@JDStokes79 My post is a bit tongue in cheek. But, as an example, this year we just had a redistricting referendum with 45 days of early voting. And I can't recall a recent year without a special election. We would get pretty close to half a year sometimes.
Not sure I've heard a Virginia Beach Congressman tell a Black man from NYC to take his his "cotton-picking hands" back North since about Virginia was massive resisting circa 1956.....

I am not a lawyer, but doesn’t the code pretty clearly define that “early voting” is prior to the election, and that the election (and specifically a general election) is election day?
Gerrymandering is undemocratic and evil.
And it's essential the party that has repeatedly tried to ban it keeps doing it until the party that historically abused it gets curb stomped so badly they cry uncle and agree to the ban.
These are not contradictory positions to hold.
