The U.S. Attorney General received a complaint from a family member of a non-citizen in Orange County, California indicating that the non-citizen received an unsolicited mail-in ballot from Orange County Registrar of Voters.

Non-citizens are registering to vote.
And are subsequently sent mail-in ballots.
