Before the welfare state of the 60's, we had poorhouses. People we're taken care of and it was much more efficient than giving out EBT funds, rent assistance, etc. the way we do now. Now with the numbers it would be more like poor cities, but people could go to be fed, sheltered. But yeah they don't need full participation in society up to and including voting.
