As an IT Professional of almost 30 years now with 14 of those years running my own IT Consulting Firm, I'm proud to say I support your bill 100% and more.

I have seen my industry degrade into the inexperience that is directly responsible for the plethora of data breaches throughout the country. On top of it these H-1B Visa holders have no loyalty to our country, nor do the vast majority of them love our country. They take vital data from these Americans companies and either sell it with their biggest customer being China, or they use the social security numbers, bank account numbers, etc. to create boiler rooms and scam American Citizens through online scams and take that money and send it back to their home country and live like kings.

The idea that there are not enough Americans for these jobs is an outright lie. I was a kid who grew up in a single parent household and remember my mom got me an old Radio Shack computer when I was 6 and I was hooked on it. As I got older, I would work odd jobs until High School to buy tech toys and do cool stuff with them. When I got into High School I was accepted into a vocational technical school where I learned computer programming with COBOL being the first thing I learned. I later moved into other areas like Network Engineering and System Administration. That school gave me the opportunity to have my first professional job as a Network Administrator at 19 years old and I have been in this line of work since. I got my foot in the door, because I worked hard and I made a name for myself, and I had great mentors that believed in me and my potential.

What a lot of these executives forget is that the best American Tech talent did not come from college degrees, but from poor households with raw experience and it was that generation of American talent that did cool things in garages and sometimes they got in trouble, but they became successful, because they had mentors that believed in them and gave them jobs that helped steer the tech bubble and the Y2K issues into the 21st Century. Most importantly these mentors believed in America and they loved their country and knew how to seek untapped talent.

Steve Jobs did not have a college degree, nor did Bill Gates, yet by the early 2000's every job posting with Apple or Microsoft required college degrees and they used that to create an unreasonable bar that they knew American tech talent could not meet. It was that same time period where the Americans who helped their country economically into the 21st century were tossed aside for foreign labor that would work a fraction of what the American tech professional made.

Congresswoman, I can tell you for a fact that the talent for these jobs is here and we simply need to open our eyes and understand that The University System does not always produce the best people, they produce the most compliant and obedient people. I take great joy in seeing tech talent when I see it and I will hire kids in school who want to learn and build a skillset and I would personally spend the remainder of my life teaching new generations of American Technology Professionals, because I want to leave this country to the next generation better off than I had it.
