LQ BID are supporting a national campaign for Real Rates Reform. Instead of tinkering with the system with short term exemptions and discounts, we want to have long term structural change - permanently reducing commercial property rates by around 30%. The revenue gap will be addressed via a new digital tax on most sales where VAT is chargeable. Digital sales that support the High Street, such as click and collect, would be excluded.

In addition, I have met with senior officials from LPS to highlight the flaw of taxing new commercial builds 90 days after completion. Many buildings can take years to fully let, leaving the developer with a rates liability that destroys the viability of the entire project. As a result most office blocks are not built until an occupier can be found. Yet most occupiers making a decision about investing in Belfast want something they can move into, so without offices the investment goes elsewhere. Changing tax liability to first occupation, rather than 90 days after completion, would unlock new build, attract more overseas jobs, and actually increase tax revenues.

Sensible and sustainable changes that will return vitality to our town and city centres.
