Using Q1 - Q3 data for 2018, only 3 States fell below 10 % on the States Viability Index (SVI): Yobe (7.41%), Kebbi (7.92%), Bayelsa (8.92%), and Borno (9.96%). This, however, represents a "marked improvement" from 17 states in 2017. Lagos (314.91%), Ogun (219%) topped the list.

Nature harbours a vacuum, once elections are close, there will be realignment and a challenger will use whichever of the big parties is in the opposition.
