Wealth taxes are a direct cause of unemployment and poverty. In SA the four major wealth taxes are Capital Gains Tax, Death/Inheritance taxes, property transfer duties and municipal rates. In SA there is an additional problem in that tax rates are punitively high, inhibiting capital formation (savings) in the first place. Investment in the economy is at levels which cannot sustain even 1% growth. Unfortunately, National Treasury thinking is state-led consumption to drive growth. Consumption-led growth is inevitably debt-driven, which grows at a faster rate than the economy. It also has a paucity in job creation.
When politicians talk about job creation, their sentiments are empty wishful thinking if it is not backed up by policies that boost capital formation (especially household saving), promote investment and shift resources into the private sector. Tax rates need to be competitive (not merely comparable) with fewer taxes and easy to administer. All wealth taxes must be abolished and taxes that raise the investment hurdle rate should also be diminished or scrapped. A job-creating tax system would give tax breaks to saving and investment and focus on consumption.
