Petrol at Rs 30/litre in Pakistan sounds crazy. It is not. What is crazy is the policy failure that prevents it.
Petrol is around Rs 300/litre today, excluding government levy, here's how it can effectively be Rs 30/litre.
People do not consume petrol for its own sake; they use it to travel. The average Pakistani rides a motorbike. A fuel-efficient motorbike can travel about 60 km on one litre. An efficient electric scooter can travel about 30 km per kWh, so it needs only 2 kWh to cover the same 60 km.
What should 2 kWh cost in Pakistan? Pakistan is one of the best places in the world for solar, with an all-in LCOE cost of around 5 cents per kWh. The electricity cost is 10 cents, or Rs 30/litre of distance travelled! The Rs 30/litre calculation remains the same for cars.
The 300-versus-30 gap is the cost of bad policy. It reflects billions of dollars of saving that could instead finance EV infrastructure: charging, distribution, battery swapping, and smart pricing software etc. - boosting much-needed domestic investment.
Since solar is highly modular. You do not need massive scale to get reasonable efficiency. That creates business and employment opportunities for small domestic power producers. Instead, Pakistan leaned into large fossil-fuel plants financed by dollar-denominated borrowing and guaranteed returns.
Local firms face credit constraints, but solar creates a natural collateralizable cash flow through electricity sales to the grid. With the right regulatory framework, this could have unlocked large private domestic investment, and employment.
Battery swapping is another area where small local businesses could have emerged and scaled.
Electricity enables smart pricing. When solar supply is abundant, prices can fall, and poor households and firms can shift usage to cheaper hours - automatic demand stabilization
Better air quality would mean longer, healthier lives and higher productivity. That is a growth multiplier
Green technology industries could be developed domestically with the right industrial policy, easing balance-of-payments pressure while raising employment and investment.
Instead, Pakistan chose imported-fuel power plants, protected a backward-looking domestic auto sector, and raised electricity prices by burdening them with the fixed costs of those plants and heavy taxation, slowing EV adoption. Then came the net-metering fiasco, all to keep zombie power plants alive.
Pakistan’s energy policy may be the clearest example of a broken nervous system. I hope someone fixes it, because people are paying the price, 300-versus-30

افغان طالبان نے ایک نیا تعزیری ضابطہ متعارف کرایا ہے جس کے تحت شوہر کو بیوی اور بچوں کو مارنے کی اجازت دی گئی ہے، بشرطیکہ تشدد سے ہڈیاں نہ ٹوٹیں یا کھلے زخم نہ آئیں۔ ساٹھ صفحات پر مشتمل یہ دستاویز، جو ایک برطانوی اخبار کو موصول ہوئی، طالبان کے سپریم لیڈر ہیبت اللہ اخوندزادہ نے دستخط کر کے ملک بھر کی عدالتوں میں بھجوا دی ہے۔
اس ضابطے کے تحت بیوی کو مارنا تعزیر کے زمرے میں رکھا گیا ہے، یعنی یہ فوجداری جرم نہیں بلکہ صوابدیدی سزا ہے۔ شوہر اس وقت تک جسمانی طاقت استعمال کر سکتا ہے جب تک چوٹیں قانون میں مقررہ حد تک نہ پہنچیں۔ اگر چوٹ ثابت ہو جائے تو جج زیادہ سے زیادہ 15 دن قید کی سزا دے سکتا ہے۔
آرٹیکل 32 میں کہا گیا ہے کہ اگر شوہر بیوی کو شدید مارے، جس سے ہڈی ٹوٹ جائے، زخم آئے یا جسم پر واضح نیل پڑے، اور بیوی عدالت میں یہ ثابت کر دے، تو شوہر مجرم قرار پائے گا اور جج اسے 15 دن قید کی سزا سنائے گا۔
شکایت درج کرانے کے لیے خاتون کو مرد جج کے سامنے پیش ہونا ہوگا، مکمل پردہ کرنا ہوگا اور کسی مرد سرپرست کے ساتھ آنا ہوگا۔
قانون ان خواتین سے بھی نمٹتا ہے جو تشدد سے بچنے کے لیے گھر چھوڑنے کی کوشش کریں۔ آرٹیکل 34 کے مطابق اگر کوئی عورت شوہر کی اجازت کے بغیر والدین کے گھر جائے تو اسے تین ماہ تک قید ہو سکتی ہے۔ جو رشتہ دار اسے پناہ دیں، انہیں بھی یہی سزا دی جا سکتی ہے، چاہے وہ تشدد سے بچ کر آئی ہو۔
آرٹیکل 9 کے تحت افغان معاشرے کو چار طبقات میں تقسیم کیا گیا ہے: علما، اشرافیہ، متوسط طبقہ اور نچلا طبقہ۔ ایک ہی جرم کی سزا سماجی حیثیت کے مطابق مختلف ہو سکتی ہے، جو نصیحت سے لے کر قید اور جسمانی سزا تک ہو سکتی ہے۔
Pakistan🇵🇰: Journalist Sohrab Barkat has been under detention for 87 days since he was arrested from Islamabad International Airport on 26 November 2025. Authorities have filed “cyber terrorism” and other cases against him under the Prevention of Electronic Crimes Act (PECA) for his reporting critical of the State institutions.
Despite being granted bail earlier for three cases filed against him, his bail on the third case, registered on 5 December 2025, was cancelled by a sessions court in Islamabad on 11 February 2026.
Sohrab’s case is emblematic of how the Pakistani justice system is being weaponized to silence journalists and dissidents by prolonging pre-trial detention through multiple trumped-up cases and denial of due process. Additionally, the digital media outlet that Sohrab worked for, https://t.co/vQXvsXtRXw, was forced to close its office in Islamabad on 18 January 2026 due to ongoing pressure from the authorities.
Amnesty International reiterates its calls to Pakistani authorities to drop all cases related to Sohrab’s legitimate journalism work and ensure he has an opportunity to challenge the allegations against him in conformity with international human rights law and standards.
