Dr. Rugunda served as Prime Minister of Uganda (2014–2021) and has been a senior figure in government since 1986, making him one of President Museveni’s most experienced and trusted advisers.
Before politics, he trained and practiced medicine in Zambia, Kenya, Sweden, Namibia, and Washington, D.C. (1975–1985). His leadership journey began early as President of NUSU (1970–71) and later Deputy Minister of Health (1979–80).
He has held several strategic national and international roles, including Foreign Affairs, Internal Affairs, Health, ICT, Works & Transport, and served as Uganda’s Permanent Representative to the UN (2009–2011). He also led government efforts in the Juba Peace Talks with the LRA (2006–2009).
Popularly known as “Ndugu” (brother), Rugunda is widely regarded as a calm, diplomatic, and conciliatory voice in Ugandan politics.
Over his decades in public service, Rugunda has featured in public debates and faced allegations, which he has consistently denied. To date, there is no public record of any convictions against him.
Since 2021, he continues to serve at the centre of power as Presidential Advisor and Special Envoy for Special Duties. He is also Chancellor of Gulu University (since 2023).
