#BPD hasn’t admitted any wrongdoing, & the reforms aren’t retroactive. Chief Terry said Bakersfield could have fought the state, but decided to sign the deal."The decision came down to a choice between litigating the past or controlling our future."
The AG’s office & #BPD must agree on an independent monitor to oversee things. Even once that person is chosen, it’s hard to say how long it will take for people living in #Bakersfield to see #policing changes: it takes time to rewrite department policies about the use of force.

According to records, in the last four years, two San Jose Police Department officers have been suspended for shooting at moving cars in violation of department policy & a third for failing to prevent a police dog from biting a 2-year-old.
