US PRESIDENT MUST IMPOSE ADDITIONAL DUTIES & TARIFFS ON COUNTRIES IMPORTING RUSSIAN OIL WITHIN 30 DAYS FROM TODAY I.E. RUSSIAN SANCTIONS ACT

Section 113 of the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 would require the President, within 30 days of enactment of this Act, to increase duties on all goods imported from a covered country to a rate of up to 100 percent ad valorem. Those duties would be additional to otherwise applicable tariffs, taxes, fees, and charges.

However 113(d) carves out an exception for Countries importing Natural Gas from Russia which is 15% or less and are reducing the Natural Gas imports.

Sec 133(e) says after initial imposition of tariffs/duties, within 180 days shall impose further duties on top 5 countries importing Russian Oil & Natural Gas.

Section 133(g) says the President Must give 10 days advance notice to Congress that he wishes to impose tariffs under these laws.

Section 144 US exempts its Uranium trade, Fertilizers for Agriculture, any Space component for NASA from Russia Sanctions Act. (hypocrisy)

Countries impacted the most are India & China along with Turkey (a NATO ally); countries exempted are France, Japan, Hungary and Belgium. US has exempts all its critical trade of Nuclear, Space and Fertilizers with Russia from this act.
