UK follows @Refugees definition of "safe area" so cannot force people to return unless there is evidence of safety. BUT what happens to a host state in context in which #Syrian regime does not want people to return?
On the key humanitarian challenges of 2019 in #Syria, @AlistairBurtUK says: IDPs & refugees relief issues, provision of basic needs; Resolution to circs in #Idlib; Issues in north-east and north-west; Presence of #DAESH; Ensuring global awareness of situation & adequate funding
On #Refugees and IDPs, UK allocated £1.34bn to support refugees in neighbouring states. Returns will become increasingly complex as rights of refugees and host states both need to be considered. Safe areas (for returns) are generally up for political debate
Investment in #education has increased across developing world, but most countries have to mobilize much more resources & use those resources much more effectively. @JaimeSaavedra22#EWF2019
How has security spend changed given the kidnap/killing of aid workers? @AlistairBurtUK says must use info to prevent people entering dangerous areas, provide essential kit if necessary. Local negotiation with militias needed to reduce threats to #humanitarian workers
.@DFID_UK and @foreignoffice monitors feedback info which is triangulated with @UN & NGO partners & mechanisms to allow field visits, despite Ministers not being able to be on the ground.
