While I agree it would make some games more exciting it would also ruin one of the most fundamental reasons football has become THE most popular sport around the world: Underdogs always have a chance.
In american sports it's all about finding the best team in every tournament. That's why you play 7 quarter finals and 7 semi finals to make sure the best team moves on to the next round instead of just 1 game per round. In football it's all about the moment which gives smaller teams a chance of even winning big tournaments.
If you allow unlimited subs, it was vastly benefit the best teams which would reduce the underdogs chances, which is the hope half of all football fans cling to every game.
