@landay Article 3. The very top paragraph in the picture. The word non-defenseless isn’t used but the implication of the paragraph is that forcible contact with the crown of the helmet to ANY player is targeting.
Here are the definitions for targeting. They can be found on page FR-96 of the NCAA Football Rules Book. It’s important to note that targeting can happen against a defenseless player and a non-defenseless player.
