Here's the perfect example. This ultimately won Arsenal three huge points on the opening weekend of the Premier League. From start to finish of the season, there is a confusing lack of consistency in how the game is officiated. Rules aren't this flexible.

PGMOL’s top referee Chris Kavanagh is having a nightmare of a game in Everton vs Liverpool.
1. Deliberately chose not to book Virgil van Dijk and Ryan Gravenberch.
2. Booked Jordan Pickford for dissent, but not Dominik Szoboszlai despite him pointing in the referee’s face.
3. Failed to control the game, allowing players to crowd and confront each other.
4. Fell for players going down easily to win free-kicks.
5. Ndiaye brushed Szoboszlai’s hair — arguably more severe than Martínez’s incident — yet no action was taken.
