The Pain of Retirement… 😑
A retired IAS officer recently shifted to Patna after retirement. Every evening, he would walk in the nearby park carrying an air of pride and superiority, barely speaking to anyone.
One day, he finally sat beside an elderly man and began talking. But his conversations always revolved around the same thing
“I was such a powerful IAS officer in Bhopal. I deserved to settle in Delhi, not here.”
The old man listened silently for days. Then one evening, he gently asked:
“Have you ever seen a fused bulb? Once a bulb stops working, does anyone care which company made it, how many watts it was, or how brightly it once shined? No. A fused bulb is simply thrown away.”
The officer nodded quietly.
The old man continued:
“Retirement makes all of us like fused bulbs. It no longer matters where we worked, what position we held, or how much power we once had. What truly matters is what kind of human being we were.”
He pointed around the park and said:
“One man here was a railway general manager, another was a brigadier in the army, someone else worked at ISRO, and I myself served twice as a Member of Parliament. Yet none of us introduce ourselves by our old titles anymore.”
Because after the power and position fade away, all humans become equal.
People worship the rising sun, not the setting one. Some individuals remain so attached to their designation that even after retirement, they continue to live inside their past glory hanging nameplates like “Retired IAS”, “Retired IPS”, “Retired Judge”, as if those titles still define them.
But the real question is not what post you held.
The real question is:
Did you help people when you had power?
Did your position benefit society?
Did you treat ordinary people with respect?
Or were you consumed only by arrogance?
One day, every powerful “bulb” will fuse.
What will remain is not the designation, but the humanity you showed while the light was still on.
Can a builder offer possession without Occupancy Certificate in Odisha?
NO. Odisha High Court just slammed it again in Second Appeals MSA 37 & 38 of 2025 dt.18th Nov 2025, while delivering a judgement against M/s. Trident Properties Pvt. Limited, Bhubaneswar, a prominent builder in Bhubaneswar.
OREAT orders upheld.
No OC = offering possession was legally incorrect.
Handing over flats without OC is illegal under RERA, 2016, also the Odisha Development Authority Act, 1982 as well as Odisha Apartment Act 2023.

The Super 18
ODISHA'S REAL ESTATE REVOLUTION and the story behind Rs.13+ crores compensation:
In 2010, the Odisha State Housing Board, a credible state-owned entity, teamed up with M/s Vipul Limited, a Delhi-based, listed company famed for its Gurgaon projects to launch "Vipul Greens," the state’s first Public-Private-Partnership (PPP) real estate project.
Situated opposite the upcoming AIIMS, on a 4.65 acres land the project boasted premium 3 and 4 BHK apartments and a helipad atop what was poised to be Odisha’s tallest building. Priced at nearly 1 crore, a staggering figure for the state. The project drew doctors, NRIs, retired bureaucrats and defense personnel, all eager for a 2015 move-in.
Construction crawled until 2015, when Vipul Limited’s gaze shifted to "Arohan" in Gurgaon. “Vipul Greens” stagnated. By then only one out of three residential towers had some visible work completed, but the Commercial complexes were not even started.
The local officials of the company were non-responsive. The head office at Delhi were almost out of bound for the buyers.
In 2016, the Real Estate (Regulation and Development) Act (RERA) emerged, igniting hope. Eighteen buyers, strangers united by betrayal stepped forward.
Dr. Prasant Raghav Mohapatra, a doctor among the buyers, sparked the movement with a WhatsApp group. Bimalendu Pradhan, an IT professional and a buyer in the project, became its heartbeat.
Waiting beneath a tree at the project site, chatting with guards, and braving threats from the builder’s henchmen, Bimalendu tirelessly gathered contacts. In no time, The group swelled past 50. When talks with Vipul’s General Manager, Rashmi Ranjan Das, collapsed, the Super 18 made it clear to the builder about their intention to go legal.
In a stunning twist, Vipul offered possession without an Occupancy Certificate (OC), a legal necessity the industry ignored. The buyers refused, demanding compliance. they collectively turned to ORERA, filing Complaint Case no. 55 of 2018 on April 12, 2018. Thus began the saga of the Super 18.
ORERA ruled swiftly, but the builder’s resistance spawned 17 more cases. Pramod Agarwal, a chartered accountant, represented the group of 17, while Bimalendu, self-taught in RERA law, fought his own.
Their stand forced the builder to retract the offer, and a year later, the project secured its OC. This defiance thrust "Occupancy Certificate" into Odisha’s real estate lexicon, awakening buyers and authorities alike.
A Wider Battle:
Victory was fleeting. With no functioning RERA Tribunal, Vipul sought a stay from the Odisha High Court. Bimalendu countered with a Public Interest Litigation (PIL), W.P.(C) No. 8158 of 2019. On July 1, 2020, Justice B.R. Sarangi lambasted the state’s apathy, ordering the Tribunal’s activation within 15 days or face contempt. The Tribunal roared to life, a triumph for all litigants in the state.
Bimalendu’s crusade grew. Observing the dormant Odisha Apartment Ownership Act of 1982, he filed Writ Petition W.P.(C) No. 13032 of 2019 and later W.P.(C) No. 18799 of 2021, compelling the state to enact a new law aligned with RERA. Today, hundreds of "Associations of Allottees" thrive.
Another Writ Petition W.P.(C) No.8467 of 2019 by Bimalendu, birthed ORERA Rule 26(2), empowering ORERA to execute orders under Section 40(2).
Throughout, the other 17 remained firmly united in their support for Bimalendu.
Another name which came to prominence was that of Advocate Mohit Agarwal. Mr. Agarwal has emerged as a pivotal figure in safeguarding the rights of home buyers in Odisha through his relentless legal advocacy. Known for his expertise in real estate law, Agarwal has taken on significant cases that address the grievances of buyers against builders and regulatory authorities.
The Cost of Justice:
Yet, execution lagged. ORERA’s recovery orders, sent to collectors under the Odisha Public Demands Recovery (OPDR) Act, gathered dust. Bimalendu’s PIL, W.P.(C) No. 23341 of 2022 to enforce execution of ORERA orders was dismissed by the High Court as "private interest," fining him ₹2,000. Undeterred, he appealed to the Supreme Court.
Triumph at the Apex:
The Supreme Court stayed the fine, seized Vipul’s assets & Bank Accounts. At the beginning Vipul paid 75 lakhs to Bimalendu. Later on March 28, 2025 Vipul did not have any other option but to file an affidavit promising over ₹13 crores plus further interest to the remaining buyers.
Legacy of the Super 18:
From a WhatsApp group to the Supreme Court, the Super 18 led by Bimalendu’s tenacity rewrote Odisha’s real estate story. They secured their homes, yes, but also ignited a revolution:

🇮🇳RERA Tribunal functions,
🇮🇳Odisha became the first state to bring RERA compliant Apartment Ownership Act,
🇮🇳The Certificate Officers under the OPDR Act have started responding to their responsibilities,
🇮🇳 @OdishaRera has implemented strict compliances related to Agreement for sale, Quarterly progress report, Project closure, Forensic audit and many more,
🇮🇳The Home Buyers of the state have discovered their voice.
Their ₹13+ crore victory is more than money—it is a monument to grit, unity, perseverance and the power of ordinary people to bend the arc of justice.
As Vipul Greens stands tall in 2025, the Super 18’s legacy towers higher, inspiring a generation to dream boldly and fight fiercely.
