From Slavery to the Crack era, U.S. government-sponsored harm against descendants of people enslaved in the U.S. has left a lasting impact on our health.
Here's what we know:
U.S. Government (CIA)-linked networks moved cocaine into Black American communities in the U.S. during the 1980s — a pipeline later documented in federal investigations and reporting.
Journalists like Gary Webb showed how this pipeline helped fuel the cocaine supply that became crack in our neighborhoods.
U.S. agencies were aware of these networks as crack was destroying the health of our neighborhoods, our families, and us.

If your ancestors survived enslavement in the United States, you can now claim/report your lineage status as their descendant on official employment forms — and this option will soon be available across all California local (City & County) government workplaces.
Why this matters 👇🏿:

1. If you're a current California public employee, check your forms and resurvey.
2. If you’re newly hired or entering the workforce soon — claim your lineage when forms open.

California is changing the way we collect data for Black Americans.
Here's how:
In 2024, due to the law we wrote @cjecofficial (SB 189, section 14, 2022), ALL California state agencies now have a specific category of data for descendants wherever data is collected for state employees. And the data is already coming in (more on that later).
Now, our new Senate Bill 515 (2025) will require EVERY CITY and EVERY COUNTY in California to do the same thing, starting with city and county employees.
One more step toward fixing a big problem: namely, if you can't see our community, you can't serve our community.

LAST week, while all the attention was (rightfully) focused on our new bill #AB1315 with Republican lawmaker Bill Essayli to create the California American Freedmen Affairs Agency, ANOTHER one of our proposals was introduced as a bill, this time by (Democrat) Senator Laura Richardson who won the seat formerly held by state Senator Steven Bradford @SenBradfordCA
The bill is #SB515 and it requires EVERY city and county in California to create a category of data collection for descendants of people enslaved in the United States, starting with the almost half a million current city and county employees, and anyone who gets hired to city and county Government in the future.
In 2022, we wrote and passed a law that requires all STATE agencies to create this category of data collection for our people; that is happening now. This NEW bill EXPANDS that work to each one of California's 540 local governments.
Why?
Well, after all, we've been here for hundreds of years, built the country, and fought in every war, but until now, NO part of our Government even counted us as people. They just called us "Black" or "African American," which are terms too big and loose to describe us as a unique and foundational American people.
And if you don't see a people, you can't serve a people.
(That's partly why there has been almost no specific policy or resources directed to us; because of this gap in the data. We're ending that. @cjecofficial)

Remember this? Last August, after blocking 🚫 the bill to create the California American Freedmen Affairs Agency which would have helped California residents verify that they were descendants of people who were emancipated from American Chattel Slavery, the California Legislative Black @CABlackCaucus publicly committed (in writing 👇🏿) to reintroduce the bill in 2025.
Well, it's 2025, and the deadline to introduce bills this year is just 7 days away (Friday, Feb 21st). And, so far, there is no bill.
So, after publicly committing to reintroduce the bill, after over 100 people recently showed up to the Capitol in person to advocate for the bill, after California voters recently sent in over 15,000 emails 📧 supporting the bill, after dozens of organizations recently showed their support for the bill, the question is:
Is the California Legislative Black Caucus going to break their commitment to their own people?
And, if so, what are you/we going to do about it?

***Statement in Response to the Veto by Governor @GavinNewsom of Reparations-related Bill SB-1050***
We are deeply disappointed with Governor Gavin Newsom’s decision to veto SB-1050, a pivotal bipartisan bill that would have provided restitution and compensation for Black American families whose properties were unjustly taken through state-sanctioned actions. The decision is yet another example of political leaders paying lip service to Reparative justice while cowering in the face of true Reparative action.
SB-1050 was approved by the California legislature with over 70 votes in the state Assembly and over 37 votes in the state Senate. Therefore, we also call for the state legislature to pass legislation overruling Governor Newsom’s decision.
This veto is a setback for Reparative justice, and it is deeply troubling that it was, in part, a result of the California Legislative Black Caucus @CABlackCaucus recently blocking another bill crucial to SB-1050's implementation (SB-1403).
SB-1050 was not just a bill; it was a lifeline to families who have suffered generational harm due to wrongful property seizures. The veto sends a message that the state is unwilling to confront the full breadth of its historical injustices. The families affected by these actions deserve restitution, and the failure to pass this bill is an injustice in itself.
This moment highlights a broader failure of political leadership. This was a historic opportunity, and political maneuvering has delayed justice once again. The blocking of essential companion legislation by members of the California Legislative Black Caucus has only compounded the damage. We will not, however, be deterred from our mission to achieve Reparations and Reparative Justice.
Instead, we will redouble our efforts. The fight for Reparations and justice for Black American Californians is far from over, and we will continue to press forward. @cjecofficial
