Underlined Constanța’s role as the largest port on the Black Sea, key logistical hub, thus with huge investment potential.
The Middle Corridor (Trans-Caspian Route), TRACECA Network, the Danube - Black Sea, undersea energy and data cables, the Vertical Corridor - they are all strategic routes with increasing economic and geopolitical role, connected with the Black Sea and riverine states.

Last night, Russia launched another massive missile and drone attack on Ukraine, with Kyiv as the main target.
Several people, both civilians and first responders, were killed in the attack. I had a call with my Ukrainian counterpart @andrii_sybiha that informed me on the situation. My condolences to their relatives and loved ones. Another 25 people were injured, including two children.
Damage and destruction affected not only residential buildings but also several sites of cultural heritage - the Dormition Cathedral of the Kyiv-Pechersk Lavra, the roof of the Arsenal Art Museum, and the Alexander Dovzhenko Film Studio.
This particularly callous and brutal attack against a UNESCO protected monastery and a sacred place of Orthodox Christianity shows how hollow Putin’s claims is that Russia is the defender of traditional, Christian values. History has taught us that human life and universal human values hold little importance for imperialist Russia.
Such acts of senseless and indiscriminate violence are not only flagrant breaches of international law but also a sign of desperation for Russia in its ill conceived and ill fated war of aggression.
This months has seen the most murderous bombardments against Ukrainian civilians since the beginning of Russia’s war. Failing in its military action Russia kills civilians and destroys patrimony.
During my discussion with Andrii Sybiha we covered the adoption of the 21st sanction package against Russia that the EU started to prepare. The objective is to have it adopted at the FAC in July. Reinforcing the sanctions framework is considerably relevant in the current circumstances. It’s the only response possible in the face of outrageous escalation by RU of the large-scale attacks against civilians and infrastructure in UA, the recent security incidents in Member States, including Romania. Considering Russia’s refusal to engage in meaningful peace talk despite committed efforts by US and the EU it is necessary to show utmost solidarity with the aggressed party.
Romania made Black Sea security a high priority on @NATO’s agenda. Recent weeks proved exactly why.
Today, the North Atlantic Council, the forum where the Alliance addresses its most pressing issues, turned to Black Sea security. I said it clearly: the answer to the growing drone threat is more capabilities. Romania is building them, but Allied support is necessary, because Romania’s security is NATO’s security.
I also briefed Allies on Neptun Deep, a project that will strengthen Romania’s and Europe’s energy security. Robust NATO situational awareness in the Black Sea is essential. At the same time, MCM Black Sea has proven its worth in demining; the next task is protecting critical undersea infrastructure.
The takeaways ahead of the Summit in Ankara: full Allied solidarity with Romania, determination to continue to support us with capabilities and consensus around accelerating all programmes and initiatives on drones.

Les deux pays s'engageaient alors à se donner mutuellement "de nouveaux gages de paix, d'entente et d'amitié"- convaincus, comme l'écrit le texte, "du devoir des Gouvernements modernes d'éviter le retour des guerres".
Un siècle plus tard, ces mots n'ont rien perdu de leur force. Ils résonnent même avec une actualité que leurs signataires n'auraient pas souhaitée. La paix en Europe n'est pas un acquis, c'est un engagement qu'il faut renouveler chaque jour.

We welcome the successful conduct of Armenia’s parliamentary elections on 7 June, held in a competitive democratic environment and following an electoral campaign that enabled broad public debate on the country’s future development path.
This is all the more significant given that Armenia was targeted by intense foreign information manipulation and influence campaigns. In recent years, this phenomenon has become a common reality affecting electoral processes worldwide. The successful defense of democratic processes and institutions carries significance not only for the country concerned but also for the wider region.
The outcome of the elections in Armenia reflects the maturity of a young yet vibrant democracy. Armenian citizens have clearly expressed their option for peace, stability, prosperity, and for continuing the country’s strategic path towards a closer relationship with Europe.
Voter turnout, at nearly 59%, reaffirms the strong civic engagement of the Armenian society, as well as the popular support for the reform and regional integration agenda. In this context of renewed institutional stability, we congratulate Prime Minister @NikolPashinyan on his victory and express our full commitment to strengthening relations between Romania and Armenia across multiple areas of cooperation.
This has, in fact, been repeatedly affirmed during my meetings with my Armenian counterpart @AraratMirzoyan.
Romania has a profound interest in peace, security, and stability in the South Caucasus, so that the region’s remarkable potential can be fully realized. We support all efforts aimed at achieving this objective, both through our bilateral relations with the countries of the region and in our capacity as a Member State of the European Union.

I condemned Russia’s appalling large-scale attacks against Ukraine last night.
As Romania stated yesterday at the United Nations Security Council, the deliberate targeting of civilians and civilian infrastructure constitutes textbook war crimes and represents a blatant violation of international law and the Charter of the United Nations.
Russia’s brutal war of aggression is a war of choice by Moscow that continues to inflict immense suffering on innocent people.

Drona prǎbușitǎ joi noapte la Galați este Geran-2, de proveniențǎ ruseascǎ. Aceasta este concluzia fǎrǎ dubiu a raportului tehnic finalizat de specialiștii statului român.
Ancheta a stabilit acest lucru pe baza unui ansamblu consistent de probe tehnice.
Pe fragmentele recuperate a fost identificată inscripția în caractere chirilice „ГЕРАН-2”, iar componentele electronice, sistemele de navigație, modulele de comandă, motorul și elementele constructive analizate prezintă similitudini până la identitate cu cele ale altor drone Geran-2 recuperate anterior pe teritoriul României și identificate cu certitudine ca fiind fabricate în Federația Rusă.
Raportul arată, de asemenea, că marcajele de fabricație, inscripțiile tehnice, caracteristicile constructive și materialele utilizate urmează același proces tehnologic întâlnit la dronele Geran-2 analizate în ultimii ani.
Analizele fizico-chimice au confirmat prezența acelorași tipuri de materiale și combustibili identificați în mod repetat la aparate din această serie.
Pe baza tuturor acestor elemente, ancheta concluzionează fără echivoc că fragmentele recuperate la Galați provin de la o dronă Geran-2 de proveniență rusească.
Faptul că un astfel de aparat a lovit un bloc de locuințe din România, provocând răniți și pagube materiale, este de o gravitate deosebită, iar singurul responsabil este Rusia.
Siguranța cetățenilor români și integritatea teritoriului național sunt obligații fundamentale ale statului român și vor fi apărate cu toată fermitatea.
Rezultatele acestei anchete vor fi comunicate aliaților noștri și structurilor competente din cadrul NATO și al Uniunii Europene.
România va continua să acționeze împreună cu partenerii săi pentru consolidarea securității la frontiera estică a Alianței și pentru protejarea cetățenilor săi.

I spoke with President @ZelenskyyUa following the Russian drone incident last night in Galați, the most serious on Romanian soil since the beginning of Russia's large-scale aggression against Ukraine.
As our allies and partners across Europe and the world have made clear today, Russia's aggression does not stop at borders. By continuing to attack Ukraine and threatening neighbouring NATO members, Russia demonstrates total disregard for international law and innocent civilian lives.
This must stop. Russia must end its attacks and engage in meaningful dialogue toward a just and lasting peace in Ukraine.
President Zelenskyy and I agreed to accelerate Romania-Ukraine cooperation on the co-production of drones that can be rapidly deployed. Ukraine's battlefield expertise and drone technology are strategic assets for the defence of the entire Eastern Flank.
Romania will continue to invest in strengthening NATO's Eastern Flank and in supporting Ukraine in its legitimate quest of self-defence.
Today I summoned the Ambassador of the Russian Federation to Bucharest to the headquarters of the Ministry of Foreign Affairs as a reaction to the grave incindent last night when a Russian military drone crashed in the municipality of Galați resulting in the injury of civilians and material damage.
We strongly condemned this act of violation of Romania’s airspace and underlined the exceptional seriousness of the incident, which directly endangered the lives and safety of Romanian citizens.
Romania has repeatedly warned the Russian side about its irresponsible engagement in a spiral of escalation in the context of the illegal war of aggression it wages against Ukraine. We firmly emphasized that there can be no doubt whatsoever regarding the exclusive responsibility of the Russian Federation for this new incident. We also called on the Russian side to put an end to the attacks against Ukraine, which have direct and serious consequences for regional security and constitute grave and flagrant violations of international law.
During the meeting, the Russian side was notified of the decision of the Romanian authorities to declare the Consul General of the Russian Federation in Constanța persona non grata. He is requested to leave the country within 72 hours.
We also notified the Russian Ambassador of our decision to close the Consulate General of the Russian Federation in Constanța.
Romania will continue to coordinate its response with its partners and allies, at NATO and EU level, as well as in the multilateral framework, and remains committed to adopting all necessary measures for the defense of national security.
I just spoke with President @NicusorDanRO of Romania about the Russian drone that hit a residential building in Galati. I assured him of NATO’s absolute solidarity with Romania and expressed sympathy for those injured in the incident. I affirmed that NATO stands ready to defend every inch of Allied territory. We will continue to enhance our readiness to deter and defend against any threat, including from drones.
Russia’s reckless behaviour is a danger to us all. They continue to target civilians and civilian infrastructure across Ukraine. And last night showed yet again that the implications of their illegal war of aggression don’t stop at the border.
Russia’s war needs to end, as does Russia’s disregard for civilian safety. For our part, we will continue to strengthen our deterrence and defence at home and continue our support for Ukraine as they defend against Russia’s aggression.
The Russian drone crash into apartments in Galați was a blatant and serious violation of Romania’s sovereignty and European airspace.
I spoke with Foreign Minister @oana_toiu this morning to convey the EU’s full solidarity with Romania.
Russia has long ago stopped respecting borders.
Moscow cannot be allowed to breach European airspace with impunity.
EU Foreign Ministers yesterday vowed to ramp up pressure on Russia, increase support for Ukraine, and invest in Europe’s own defence readiness.
We summoned the Ambassador of the Russian Federation to the headquarters of the Ministry of Foreign Affairs.
Romania’s security is our absolute priority.
We have confirmation from the Ministry of National Defence that the drone which crashed into a residential building in Galați was of Russian origin.
The decision was taken following this extremely serious incident, and we will officially communicate the consequences that this lack of responsibility on the part of the Russian Federation will have for the diplomatic relations between our countries, as well as the next steps at the European level regarding sanctions packages.
