Also, how was this $ determined? The AB Mines & Minerals Act permits the Minister to cancel coal leases, & only requires repayment of what the company's already paid the Crown—NOT hypothetical lost profits. If taxpayers are paying more than what’s legally required, why??
Is withholding $6 million (4.2%) of the settlement really enough to to incentivize Atrum to fulfill its legal reclamation responsibilities? Or will Albertans be left footing the bill for that too?
