It does not and cannot mean every single individual. We only have to ask the question what does it mean to "take away" (αἴρω)?
"Take away" (airō) means to bear the guilt as a substitute (expiation) and thereby remove the penalty. "The World" (kosmos) refers to the scope of salvation (Jews and Gentiles), not the quantity of individuals. It does not mean every single person, otherwise, everyone would be saved (Universalism).
