On January 22, 2019, the Parliamentary Assembly of the Council of Europe (PACE) adopted Resolution 2253 [1], a document that explicitly declared Sharia law fundamentally incompatible with democratic values and with the European Convention on Human Rights (ECHR).
It was a legal and moral reckoning based on the European Court of Human Rights' own jurisprudence, specifically the landmark case Refah Partisi v. Turkey, which ruled that "the institution of Sharia law and a theocratic regime are incompatible with the requirements of a democratic society." (PACE, Resolution 2253 (2019), article 6).
Resolution 2253 (PACE, Resolution 2253 (2019), article 6) identified specific contradictions between Sharia law and multiple ECHR provisions (Council of Europe. Convention for the Protection of Human Rights and Fundamental Freedoms. European Treaty Series No. 5. Rome, 4 November 1950. As amended by Protocols Nos. 11 and 14. Strasbourg: Council of Europe, 2010 [2] ) :
■ Article 2 (right to life) – Sharia permits death penalty for apostasy and adultery
■ Article 3 (prohibition of torture) – Sharia allows corporal punishments like stoning and amputation
■ Article 6 (right to fair trial) – Sharia courts lack proper procedural safeguards
■ Article 8 (private and family life) – Sharia permits child marriage
■ Article 9 (freedom of religion) – Sharia prohibits apostasy and missionary work by non-Muslims
■ Article 10 (freedom of expression) – Sharia criminalizes blasphemy
■ Article 12 (right to marry) – Sharia discriminates based on religion and gender
■ Article 14 (non-discrimination) – Sharia systematically discriminates against women and non-Muslims
■ Article 5 of Protocol 7 (equality between spouses) – Sharia grants men unilateral divorce rights and superior inheritance shares
■ Protocols 6 and 13 (abolition of death penalty) – Sharia maintains capital punishment

"To reconcile international engagement with flexibility at the local level.
A – Elements:
1. To define the guidelines that everyone must follow.
2. To leave a margin that provides sufficient freedom and flexibility at the local level for the issues that do not conflict with the general lines of the global Islamic politics.
B – Executive procedures:
1. The World Organization, at a global level, will define the Islamic domain and issues in a general way which will require the engagement of all according to previously defined priorities.
2. The local organization will define local issues that come within their prerogative, according to the principle of freedom and flexibility and according to previously defined priorities.
C – Suggested missions:
1. Worldwide Islamic engagement for a total liberation of Palestine and the creation of an Islamic state there is the mission which falls to the World Organization.
2. To establish a dialogue at a local level with those who work for the cause according to the global political lines of the dawa. It is up to the local organization to define the shape of that dialogue."

"To demonstrate proof of the serious nature of the work.
A – Elements:
1. Clarity of the principal objectives of the dawa in the eyes of all, as well as clarity of the temporary objectives, necessitates exploitation, help in gathering, channeling and orientation of the energies.
2. Devote sufficient effort to the service of the workers and coordinate their efforts to the sole and same objective.
3. Devote sufficient time.
4. Spend money to the extent possible.
B – Executive procedures:
1. Exploit all the energies of the workers to the service of the dawa, each at his level (the criterion of efficiency, given that each must be devoted to the task to which he’s assigned).
2. Mobilize the greatest possible number of preachers and officials.
3. Collect money efficiently, control expenses and invest in the general interest.
C – Suggested missions:
1. Carry out a survey of workers (appropriate man to appropriate location).
2. Establish schedules with the time of workers and specialists and use their efforts with good judgment and on time (appropriate effort at the right time).
3. An engagement with economic institutions adequate to support the cause of dawa financially.

The Civil Commission’s report Silenced No More [1] is an important evidentiary document. It records sexual and gender-based atrocities committed on October 7 and against hostages in captivity; it identifies recurring patterns of rape, sexual torture, mutilation, forced nudity, public display, filming, humiliation, and abuse of hostages; and it concludes that sexual violence was not incidental but “systematic, widespread, and integral” to the attack. The report also states that sexual violence was used to terrorize victims, families, communities, and Israeli society as a whole.
Yet despite the scale and seriousness of the report, its analysis leaves a major explanatory gap: it documents the sexual crimes but does not adequately identify the Islamic doctrine that provides the ideological framework in which such crimes become ethically intelligible, politically useful, and morally permissible to the perpetrators [...]
Our report on sexual behavior in Islamic doctrine [2] argues that Islamic doctrine does not treat sexuality as merely private conduct. It regulates sexual hierarchy, female obedience, male sexual access, slavery, and the sexual status of captured Kafir (non-Muslim) women. The report states that Islamic doctrine describes sexual behavior as a tool for the domination and demoralization of the Kafir, and that Kafir women can be captured, raped, and used as sex-slaves as a reward for jihad [...]
A clear example is Hadith Muslim 1438a (008,3371) [3], also cited in our report. The hadith describes Islamic fighters on an expedition with Mohammed. Those jihadis captured women, desired them sexually, and wanted ransom for them. They asked Mohammed about practicing withdrawal (coitus interruptus) during intercourse with their captives. His answer did not condemn intercourse with captive women; he replied that it did not matter, because every soul destined to be born would be born [...]

Schools in England currently find themselves in a serious mess when it comes to religious, physical, sex, and fine arts education—all because of Political Islam.
A new booklet of guidance for schools and teachers, called "Sharing the Journey," [1] has been issued by a number of Labour-run city councils for teachers and schools. In it is a warning [2] that children’s drawings may be considered blasphemous under Sharia law and that classes in music and/or dancing may also go against Islam’s teachings.
While several other groups are mentioned, the booklet pays particular attention to Muslims and Islam. It advises permitting changes to the school uniform for Muslim girls so that they will be able to conform with hijab (Islamic dress code); allowing older boys time off on Fridays to attend compulsory prayers [3] either at a mosque or in a designated space in the school; and providing halal lunch options in the cafeteria.
During the month of Ramadan fasting and the accompanying three-day feast of Eid-al-Fitr, teachers and schools are encouraged to show flexibility and make allowances such as extra prayer times (if prayer is allowed in school), less strenuous activities during gym class, and days off during Ramadan and Eid. Schools are also advised to avoid scheduling parent-teacher conferences and important exams during this time.
In the section subtitled “Opportunities for Prayer and Reflection,” Sharing the Journey highly recommends providing a space for prayer and reflection for all students. It goes into some detail regarding Islamic prayer requirements and encourages allowing Muslim students [...]

The visualization provided by our maps is designed to give scientists, politicians, state representatives and the general public a better understanding of the expansion of Political Islam in non-Islamic countries and initiate further research focusing on the impact of Islamic organizations on their societies.
