The observance highlighted the vital contribution of Micro, Small and Medium Enterprises (MSMEs) to entrepreneurship, employment generation and inclusive economic growth. As the backbone of the economy, MSMEs play a crucial role in driving innovation, creating livelihoods and strengthening local economies.
Emphasised the need to enhance access to formal credit, strengthen financial inclusion and improve institutional support mechanisms to enable MSMEs to scale up, improve productivity and remain competitive in a rapidly evolving economic landscape.
The programme provided a valuable platform for interaction among entrepreneurs, financial institutions and stakeholders on measures to improve credit flow, promote financial literacy and strengthen the overall MSME ecosystem.
Appreciated the efforts of the Reserve Bank of India and partner institutions in supporting MSME development and promoting inclusive growth. Reaffirmed the Government of Assam’s commitment to creating an enabling policy environment that fosters enterprise development, investment and employment opportunities across the State.

At the Brahmaputra riverfront in Guwahati, HCM Dr. @himantabiswa participated in the 12th International Day of Yoga programme organised by the National AYUSH Mission, Assam, in the presence of Hon’ble Union Finance Minister Smt. @nsitharaman.
Chaired the 4th meeting of the State Cooperative Development Committee (SCDC) to review progress of key cooperative sector initiatives and deliberate on measures for strengthening cooperative institutions across Assam.
Key issues reviewed included:
* Progress of godown projects under the World’s Largest Grain Storage Plan (WLGSP) and measures, including an Integrated Single Window Mechanism, for expediting approvals and implementation
* Progress of PACS computerisation, with 581 PACS completing day-end operations, 540 PACS ready for transition to e-PACS mode and Phase-II implementation underway for 126 additional PACS
* Progress of Pradhan Mantri Kisan Samridhi Kendras (PMKSK), including upgradation of 50 PACS and expansion of fertilizer distribution and allied farmer services through cooperative institutions
* Performance of Common Service Centres (CSCs) operated through PACS, which have facilitated over 38,000 transactions valued at nearly ₹1.7 crore while delivering a wide range of citizen-centric services
* Expansion and strengthening of Multipurpose PACS, Dairy and Fishery Cooperative Societies, along with ongoing membership enrolment drives, institutional linkages and capacity-building initiatives
* Progress in computerisation of RCS offices, with all 16 software modules completed, user acceptance testing finalised and integration activities underway
* Proposal for utilisation of approved cloud infrastructure funds for procurement of hand-held devices to strengthen field-level implementation and service delivery
Directed all concerned agencies to expedite implementation of ongoing initiatives, strengthen service delivery through cooperatives and ensure timely achievement of project milestones.

Chaired the 4th Steering Committee Meeting on creation of Digital Public Infrastructure (DPI) for Agriculture in Assam and reviewed the progress of key initiatives under the Digital Agriculture Mission.
Key points reviewed and discussed:
• Farmer Registry has crossed 12.9 lakh Farmer IDs, achieving 51.9% saturation against the State target of 24.87 lakh farmers
• Digital Crop Survey has been scaled across the State, with over 40.42 lakh plots surveyed across 30 districts during Kharif and Rabi 2025-26
• Assam has received ₹177.33 crore in incentives from Government of India under various milestones of the Digital Agriculture Mission
• More than 16,343 geo-referenced village maps have been prepared, while work on an additional 4,726 village maps is in progress
• Reviewed operationalisation of the Agri Stack State Core and proposals for establishing dedicated technical and institutional mechanisms for implementation
• Deliberated on creation of an Agri Stack Commissionerate for coordinated implementation of Digital Agriculture initiatives in the State
• Discussed inclusion of FRA pattaholders, cultivators in char and riverine areas and small tea growers within the Farmer Registry framework to ensure wider coverage of beneficiaries
• Reviewed progress of RoR-Farmer Registry synchronisation, geo-referencing activities and farm boundary mapping in autonomous council areas
Emphasised the need for timely implementation of all pending reforms and greater inter-departmental convergence to institutionalise a robust Digital Public Infrastructure for agriculture, laying the foundation for data-driven decision-making, improved beneficiary targeting and accelerated agricultural development in Assam.

Representatives of Trans World and JWD called upon HCM Dr. @himantabiswa at Lok Sewa Bhawan today to discuss potential investment opportunities in Assam.
Held a discussion with representatives of JICA on the proposed Assam Semiconductor Ecosystem on Manufacturing and Innovation (A-SEMI) initiative and its potential to position Assam as a key hub for semiconductor manufacturing, innovation and skilled talent development.
Discussed the importance of a robust human resource development framework, including the possibility of establishing a world-class Skill Centre in Assam on a Hub-and-Spoke model inspired by successful examples such as the World Skill Center, Bhubaneswar.
The proposed A-SEMI project, with an indicative outlay of ₹2,272 crore and potential JICA financing support of up to ₹1,931 crore, envisages investments across infrastructure, skilling and business environment enhancement. The initiative also aims to create a Centre of Excellence-led network linking institutions across the State, with the potential to train over 7,500 students and 600 trainers in semiconductor technologies over five years.
The envisioned ecosystem can catalyse innovation, attract global investments and create high-quality employment opportunities for Assam’s youth while strengthening the State’s position in the semiconductor and electronics value chain.
It was a pleasure meeting the delegation from Agence Française de Développement (AFD), led by Ms. Camille Severac, Deputy Country Director for India, and Ms. Laura Buis, Task Team Leader for the Assam Project.
The successful implementation of the Assam Project on Forest and Biodiversity Conservation (APFBC) Phase-II was acknowledged as a strong example of effective international development partnership, delivering tangible outcomes in biodiversity conservation, sustainable livelihoods and institutional capacity building. Discussions also focused on the proposed next phase and opportunities to further scale impact.
We explored potential areas of collaboration aligned with Assam's development priorities under the leadership of Hon'ble Chief Minister Dr. Himanta Biswa Sarma, including climate-resilient infrastructure, energy transition, climate finance, eco-tourism, urban development, transportation, PPP frameworks and viability gap funding. Deliberations also covered strengthening the financial sustainability of Urban Local Bodies and facilitating greater private sector participation in emerging growth sectors.
Such engagements are instrumental in mobilising global expertise, innovative financing and long-term partnerships to support Assam's transition towards a sustainable, resilient and investment-driven economy.

Chaired a review meeting on the proposed City Economic Region Development Plans (CERDP) for Guwahati, Dibrugarh and Silchar being undertaken with support from the Asian Development Bank (ADB).
The study aims to develop evidence-based economic development roadmaps for the three cities by identifying key growth drivers, infrastructure requirements, investment opportunities, policy reforms and institutional mechanisms required to accelerate sustainable urban growth. It will also assess economic clusters, workforce capabilities, market potential and urban infrastructure gaps to inform long-term development strategies.
As Assam advances towards its vision of becoming a leading growth engine of the Northeast and contributing to the national goal of Viksit Bharat 2047, its urban centres will play a pivotal role in driving economic transformation. The City Economic Region Development Plan (CERDP) seeks to position Guwahati, Dibrugarh and Silchar as competitive and investment-ready growth hubs, fostering economic diversification, employment opportunities and inclusive, sustainable development.
Joined virtually by Ms. Mio Oka, Country Director, India Resident Mission, Asian Development Bank, representatives of Deloitte, and senior officers of the Government of Assam, the meeting deliberated on the roadmap for the proposed City Economic Region Development Plans.

Ahead of the NEET-UG 2026 re-examination, HCM Dr. @himantabiswa reviewed preparedness with DCs, SSPs and district officials to ensure a free, fair and transparent examination.

A total of 43,319 candidates will appear for the examination across 87 centres in 17 cities of Assam.
Chaired a comprehensive review meeting, jointly with DGP Assam Shri Harmeet Singh, IPS, to assess preparedness for Ambubachi Mahayog 2026 and review arrangements being made by all concerned departments and agencies for the smooth conduct of the event.
Ambubachi Mahayog 2026 will be held from 22–26 June 2026 at Kamakhya Temple. The meeting reviewed preparations in view of the large number of devotees expected during the Mahayog.
Key areas reviewed included:
* Crowd management, law and order arrangements, CCTV coverage and security deployment
* Traffic regulation, parking arrangements and pedestrian movement management
* Readiness of pilgrim camps at Kamakhya Railway Station, Pandu Port and other designated locations
* Drinking water supply, sanitation facilities and public convenience measures for devotees
* Medical preparedness, emergency healthcare services, ambulance deployment and food safety arrangements
* Uninterrupted power supply, illumination of key routes and transportation support, including facilities for elderly and differently-abled devotees
* Fire safety, disaster preparedness and deployment of NDRF, SDRF and other emergency response teams
* Completion of ongoing infrastructure works, temporary facilities, signages and barricading
Emphasised the need for seamless inter-departmental coordination and directed all concerned departments and agencies to complete pending works in a time-bound manner to ensure safe, orderly and hassle-free arrangements for devotees during Ambubachi Mahayog 2026.

With Ambubachi Mahayog 2026 set to welcome devotees at Maa Kamakhya Dham from 22–26 June, extensive preparations are underway to ensure a safe, seamless and spiritually enriching experience.
As directed by HCM Dr. @himantabiswa, @CSassam_ held a comprehensive review meeting to assess arrangements related to security, crowd management, traffic regulation, pilgrim facilities, healthcare, sanitation, power supply, disaster preparedness and inter-departmental coordination.
All concerned departments have been directed to complete pending works in a time-bound manner to ensure smooth and hassle-free arrangements.

We exchanged views on strengthening Assam–Australia engagement across education, water resource management, sports, renewable energy, skills development and other areas of mutual interest. Apprised him of Assam's rapid economic transformation under the leadership of Hon'ble Chief Minister Dr. Himanta Biswa Sarma and the state's emergence as a preferred investment destination, with opportunities in semiconductor manufacturing, bamboo-based bioethanol, value-added tea products, defence manufacturing and other priority sectors.

Held a fruitful discussion with Lt Gen Neeraj Shukla, General Officer Commanding, IV Corps, on initiatives to strengthen Assam’s heritage, tourism and youth development ecosystem.
Discussed the proposal for establishing a Centre of National Museum in Assam, on the lines of the Ball of Fire Museum at Tenga Valley, to showcase the State’s rich military, cultural and historical legacy. Also explored opportunities to promote Assam’s GI-tagged products, including Tezpur Litchi, and elevate the Litchi Festival to a national platform.
The interaction also covered collaboration in preparing and motivating Assam’s youth for careers in the Armed Forces, Police and Central Armed Police Forces through focused training initiatives.
We further exchanged views on matters relating to cantonment areas and associated land management issues, reaffirming the importance of close coordination between the Army and the State Government.
• Chaired a review meeting on the District Domestic Product (DDP) and District Vision Document (DVD) initiative being undertaken by the Directorate of Economics & Statistics, Assam.
• Reviewed progress of the district-level economic estimation exercise under the MoU between the Government of Assam and Pahle India Foundation, in line with the vision of Hon’ble Chief Minister Dr. Himanta Biswa Sarma for evidence-based governance and decentralized planning.
• Took stock of the Labour Force Survey, Survey of Unincorporated Sector Enterprises (SUSE), Annual Survey of Industries (ASI) validation exercise, and progress in district-level economic estimates.
• Noted that the initiative will strengthen Assam’s statistical architecture and provide a robust evidence base for targeted policymaking and efficient resource allocation.
• Emphasised timely completion of the remaining activities to support data-driven governance, balanced regional development and inclusive economic growth.

Chaired the Standing Finance Committee (SFC) meeting today and approved a series of proposals from the Departments of Housing & Urban Affairs (DoHUA), Innovation, Incubation & Startups (DIIS), and Health & Family Welfare (H&FW), aimed at strengthening public service delivery, urban infrastructure and innovation-led growth in Assam.
Key approvals include:
* ₹34.99 crore towards additional capital expenditure for Phase-I of the Brahmaputra Riverfront Development Project, including development works at Sati Radhika Shanti Udyan, to enhance public spaces, riverfront amenities and tourism infrastructure in Guwahati.
* ₹13.70 crore under the Assam Startup Venture Capital Fund through AISF to support startup investments and strengthen Assam's growing innovation ecosystem.
* ₹9.86 crore towards procurement-related liabilities for 82 advanced ambulances (42 Advanced Life Support and 40 Basic Life Support ambulances) under NHM, strengthening emergency medical response and referral services across the State.
* ₹8.86 crore for organising Health Melas across all 126 Assembly Constituencies, facilitating large-scale health screening, early diagnosis and improved access to healthcare services.
* ₹8.55 crore for Guwahati Municipal Corporation towards statutory municipal functions and institutional strengthening, supporting effective urban governance and delivery of civic services.
* ₹7.20 crore towards energy charges for Guwahati's street lighting network, ensuring safe, reliable and well-lit urban public spaces.
These approvals will strengthen public service delivery, improve urban infrastructure and healthcare access, and promote sustainable and innovation-driven growth across Assam.
