I feel that the restaurant pay the waitress a fair wage and don't ask for tips. If they have to rely on tips, WTF are you paying them? Think it will wipe out your business if you pay them a fair wage? However, in places that are setting minimum wages over $20/hr, I see your point.

Today’s “leaders” won’t risk a poll number for neighbors they see every day.

No. Never. Not at all. The service charge is "not a tip or gratuity"? Really? Why don't you pay a decent wage to your employees and present us with a legitimate charge for the service and meal? One time, up-front, all-inclusive charge for the meal which includes employee wages, cost of product, and subsidy for rent, power, water, and other utilities' cost with a margin for profit for the owner. It may be $150 per person meal charge (or whatever) and then I can decide if I want to eat at your establishment or not.
