Convened and chaired the 3rd meeting of the National Computer and Cybercrimes Coordination Committee (NC4) for 2026, bringing together key agencies to review the country's cybersecurity landscape and strengthen coordinated responses to emerging digital threats.
The meeting received updates from member agencies, which highlighted a growing trend in cyber-related offences, including digital payment fraud, online harassment, identity theft, false publication and unauthorised access to computer systems.
These deliberations come at a pivotal moment following Parliament's approval of the National Cybersecurity Agency (NCSA), a landmark step that will further enhance national coordination, protection of critical information infrastructure and response to evolving cyber threats.
Also present were NC4 Director Dr. James Kimuyu, Data Commissioner Immaculate Kassait and representatives from the Ministry of Information, Communications and the Digital Economy (MoICT), the Communications Authority of Kenya (CA), the Directorate of Criminal Investigations (DCI), the Kenya Defence Forces (KDF), the National Intelligence Service (NIS), the Central Bank of Kenya (CBK), the Office of the Director of Public Prosecutions (ODPP) and eCitizen.

@Mugonyid He noted further that the Kenya Information and Communications Act, 1998 already covers key functions such as numbering resources, postal services, communications infrastructure and the development of e-commerce, which would enable seamless integration of a NAS.
The Bill sponsored by Kiambu Town MP Hon. Machua Waithaka proposes to establish a National Adressing System for the Country that would provide every Kenyan with a unique, location-based address, thus enhancing service delivery, e-commerce, security & digital transformation.
Speaking during the stakeholder consultations, CA DG @Mugonyid highlighted the importance of clearly defining addressing functions to support seamless last-mile delivery for businesses and citizens.
During a stakeholder engagement on the National Addressing System Bill 2025 hosted by the Parliamentary Committee on Communication, Information and Innovation on 12th June 2026, CA emphasized the need for a coordinated & efficient framework that enhances the benefits of the NAS.
A National Addressing System (NAS) is a standardized framework that gives every property, street and public facility a clear, verifiable official address. The identifiers can be integrated into postal, emergency and digital systems.
