Trump's Riviera Plan for Gaza was first proposed in 1953 by the US and UK, and supported by the UN.
Managing a population of 150,000 in Gaza, UNRWA planned to build a new city in Egypt's Sinai to relocate Gaza residents. Water for the new city would have been diverted from River Nile. The US and World Bank would have spent $30 million to fund water diversion, and also fund building the Aswan Dam for Egypt, whose leader Gamal Abdul-Nasser was fully on board with this plan.
However, the Muslim Brotherhood and the Communist Party operatives met at UNRWA schools in Gaza, in 1955, and organized a mini Intifada against Nasser and the Egyptian rule of the Strip. Nasser's security agencies responded with live ammunition, killing a protester or more. The politics were not about Gaza, but part of the competition over who governs Cairo.
Fearing that the Islamists could outflank him on the Right and Communists on the Left, Nasser threw leaders of both in prison, but also stopped Gazan relocation to Sinai. In response, Prez Eisenhower stopped funds for Aswan Dam. Nasser later got Soviets to build it for him.
Bottom Line: Back in 1950s, like it is today, politics are rarely about Gazans, their interests, or their living standards. If it were, a brand new city would have been a huge upgrade from tent city in Gaza, but Nasser and his opponents were jockeying for their own game, and the Gazans were then -- like they are today -- pawns in a game that cares little about them.
