2. Minister with his staffs, Police and Press on administrative duty to take over land and stop work

C. CONCLUSION
The Minister failed to use the proper administrative channel.
Diplomacy is key in Administration.

The Minister in his Capacity should not have been at the site. Everything should be settled in his Office: by dialogue or court order.
