Rep. Cal Warwas (R-Calumet) takes the House floor on May 14th, 2026 with a message that starts with a text from his 18-year-old son — and ends with a stark reminder of what was actually at stake this session.
His son asked the same question thousands of Minnesota gun owners have been asking: Is the gun ban going to pass? Is it coming to the House?
Rep. Warwas's answer is direct: "We're the backstop. The House GOP is the backstop for these bad bills."
In one of the most clear-eyed floor moments of the debate, Rep. Warwas reminds Minnesotans of a hard truth most people have forgotten: without House Republicans holding the line at the start of this session, the DFL's massive gun control package would already be law in Minnesota. Today. Right now.
"Without the House GOP, Democrats would have passed massive gun control at the start of this session. And it would be law. It would be law right now. I don't think there's any doubt about that."
And while protestors yelled outside the chamber doors demanding passage, Rep. Warwas named exactly what the DFL would be doing if they had the votes:
"They would celebrate criminalizing law-abiding gun owners."
HF 5140 is the House clone of SF 4067 — the DFL's omnibus gun ban package that would criminalize commonly-owned semi-automatic rifles, certain shotguns and pistols, home-built firearms, and turn hundreds of thousands of law-abiding Minnesotans into felons overnight.
