Depuis des décennies, Ottawa traite votre province non pas comme un partenaire égal au sein de la Confédération, mais comme un subalterne et un guichet automatique. La formule injuste de péréquation vous a dépouillé de votre richesse depuis 61 ans. Vous avez envoyé des milliards de dollars et n’en avez jamais reçu un seul dollar en retour.

En octobre 2021, 62 % d’entre vous ont voté en faveur d’un référendum pour arrêter ce drainage de richesse. Et personne ne vous écoute. Certainement pas les libéraux. Pas plus que les conservateurs, qui prennent votre vote pour acquis tout en ne faisant rien pour vous.

Vous avez raison d’être furieux. Ottawa bloque vos oléoducs, étrangle votre secteur énergétique, tue vos emplois, puis exige votre argent. Les politiciens à Ottawa veulent votre richesse, mais vous refusent les moyens d’en gagner davantage.

Je partage votre frustration.

Aujourd’hui, vous avez une chance d’être entendus. Le 19 octobre, vous répondrez à une question cruciale :

« L’Alberta devrait-elle rester une province du Canada, ou le gouvernement de l’Alberta devrait-il débuter le processus juridique requis par la Constitution canadienne pour tenir un référendum provincial contraignant sur la question de savoir si l’Alberta devrait ou non se séparer du Canada?»

Vous avez deux options : l’Alberta doit-elle RESTER une province, ou doit-elle DÉBUTER le processus juridique pour tenir un référendum contraignant sur la séparation?

L’option « Rester » ne change rien. C’est le statu quo. L’Alberta reste une colonie du fédéralisme impérial d’Ottawa.

Cela signifie laisser le gouvernement fédéral continuer à s’ingérer dans les affaires provinciales avec ses lois, ses règlements et ses programmes de dépenses inconstitutionnels dans des secteurs comme la santé, le développement des ressources naturelles, l’éducation, et autres.

Cela signifie des oléoducs pris en otage par des projets coûteux de captage du carbone, des taxes sur le carbone industrielles qui tuent votre compétitivité, aucune réforme de la péréquation et zéro contrôle sur l’immigration.

L’option « Débuter le processus juridique » est la seule voie vers une Alberta forte. Voter pour lancer le processus juridique en vue d’un référendum sur la séparation, c’est enclencher de véritables négociations pour une plus grande autonomie de l’Alberta. C’est mettre un couteau sous la gorge de l’establishment à Ottawa. Cela vous donne un pouvoir de négociation.

Les faux conservateurs de Poilievre et les libéraux de Carney vont s’unir et vous promettre l’autonomie, comme ils l’ont promis au Québec lors du dernier référendum. 

Le résultat a été l’inverse, même avec un vote très serré à 49/51 %. Plus de centralisation, plus de piétinement des compétences provinciales, y compris une nouvelle série de programmes fédéraux inconstitutionnels créés par Justin Trudeau ces dernières années : services de garde nationaux, assurance médicaments et soins dentaires.

Ne les croyez pas.

L’histoire montre qu’Ottawa n’écoute que lorsqu’il est confronté à une menace démocratique crédible contre son autorité.

Le camp fédéraliste mentira et dira qu’un vote « Débuter » signifie la séparation, ainsi que des catastrophes sans nom et la fin du monde tel que nous le connaissons. Ce n’est pas le cas.

C’est un vote pour débuter des négociations qui pourraient bien sûr mener à la séparation, mais pas nécessairement. C’est aussi un vote pour en finir avec l’impérialisme fédéral. Un vote pour l’autonomie, pour l’équité, pour le respect.

Comme au Québec, c’est très probablement ce que la grande majorité des électeurs albertains souhaitent, et ce serait de loin le meilleur résultat pour tous.

Et aux véritables séparatistes albertains qui veulent de toute façon une rupture plus radicale, je dis : soyez patients. Ce débat viendra plus tard, après un vote fort pour « Débuter » des négociations qui échoueront éventuellement.

C-9 has now returned to the House of Commons for consideration of the Senate’s amendments (a relatively minor step, as the government has indicated support). Once the House concurs, it will proceed to Royal Assent by the Governor General and become law (likely coming into force 30 days later).
