Hedging works — until it does not. As great power rivalry intensifies, uncertainty shrinks, and the moment Turkey must pick a side looks closer than at any point since the Cold War.
Turkey's hedging strategy in a nutshell: 🤝 Economic pragmatism with Russia 🚧 Dominance-denial to contain Russian regional ambitions ⚖️ Equidistance toward both great powers 🎯 Strategic autonomy as the overarching goal. Yet, the Ukraine war is making this harder to sustain.
The world is not simply integrating or fragmenting—it is doing both at once. That is the core insight of fragmegrationist approach to multipolarity and it may be the most useful framework for reading 21st-century global order characterized by the hybrid and pluralistic realities.
NEW PUBLICATION📢My co-authored article w/ Assoc. Prof. Efe Can Gürcan & Prof. Gerardo Otero, "Multipolarity in theory: integration, fragmentation, fragmegration" is published in CRIA, one of the most prestigious IR journals. For access: https://t.co/fMOwE4aqfe
Our study identifies three schools of multipolarity theory: Integrationist → "coordinated pluralism"; Fragmentationist → rivalry & leadership vacuum; Fragmegrationist → integration & fragmentation simultaneously. The third is where the real action is.
NEW PUBLICATON📢 Delighted to announce that my latest SSCI-indexed article, "Caught between two worlds: Turkey as a hedger" is published in International Politics. For access: https://t.co/za4X8leoBw
New in OnlineFirst: The Military-Industrial Complex in Turkey: Myth or Reality? - Can Donduran (@Candonduran), Enes Kurt (@eneskurtz), 2025 https://t.co/eP2SfvedwE
We employ a distinct theoretical framework based on five criteria; notably, its scope, roots, leadership dynamics, autonomy, and influence. Our findings suggest that what Turkey has is “an emerging MIC” with limited political influence and an uncertain future.
NEW PUBLICATION 📢 Excited to share that my latest SSCI-indexed article, co-authored w/ @eneskurtz, "Military-industrial Complex in Turkey: Myth or Reality" is published in Armed Forces & Society @AFS_SAGE@SageJournals and available here: https://t.co/h0vDIUaXo0
In our study we evaluate Turkey’s national defense industry from an interdisciplinary perspective to explore the current state of the military-industrial complex (MIC) in the country.
